So your advice should be to check my voltage under load with my wattmeter with each pack and maybe try out some fresh packs?

I have checked it out on the ground to make sure I'm not over amping anything.

Yes, but as your packs warm up, if they're old, they'll sag, and this could be causing the LVC issue. I'd run a simulated flight on the ground with your watt meter. Look for how much your voltage drops under full power about a minute or two into the test
