    AGAIN, Bill..... the checkoff is that I agree to the guideline to "INTEND" to fly under 400 feet , "agreeing to", and "agreeing to intend to", are 2 different meanings. AGAIN, even if I would cause an incident with a FS under 400 feet, I am still liable due to see and avoid.....

    A guideline is just that..... not a rule, or law that is enforceable or prosecutable.

    I don't think you would be arrested for a broken "GUIDELINE". unless it was gross negligence as like flying 2000 FT

    True, BUT there is a huge difference in prosecuting something that someone says they "INTEND" to do , but don't...... than it would be to prosecute someone for a specific rule or law that was broken. Specifically... I don't fly over 400.... but I do not persecute those that do , or want to...

    Not true.... you are required to "acknowledge" the "guideline" not to fly over 400 feet..... huge difference.
