In other words, bring your brain to the flight line with you every time and don't fly full throttle the whole darn time or you will likely be reprimanded. Lots of awesome flying can be had with much less than full throttle rollers constantly from one end to the other.
The last part in red is the troublesome part:
Litterally, it means: Canister mufflers, three blade props, “soft mounting” of engines, and less than full throttle passes can all be utilized and will be a requirement for Joe Nall

I only hope it was misstated, and will be reworded in the direction that the more optimistic ones read it...

I read it as whatever in part. So if just a 3 blade gets you there your gold. Like wise for each individually. No one can make you do it if only part of it or even none of it gets you there ( whatever the noise requirement is). And that includes just in cowls and 2 blades as stated by others. The wording just does not reference the standard to which all must comply. So the requirement for NALL is a Noise level standard for all to comply with. It is up to you how you do it . All 4 may be necessary for some or none of it necessary for some. That's my take. And vendors do more business:D.

There are several interpretations of what is written.
I did not interpret, I am merely ready what is written verbatim.
If looser interpretation of it is what was meant, then I hope they reword it accordingly in order to avoid any confusion.

They did not write: "reach a given sound level limit by using of one or more of the three devices listed above or proper throttle management", but I hope that is what they meant.

The requirement is that we will be "neighbor friendly" :) They were adding the canisters, three blade props, soft mounting and less than full throttle passes as options for us to meet the "neighbor friendly" requirement :)
